This procedure makes new entries in the “callout” array. In this system it is only called from the routine “ttstart” (8505), passing the procedure “ttrstrt” (3486). Note that “ttrstrt” calls “ttstart”, which may call “timeout”, for a thoroughly incestuous relationship!
Note also that most of “timeout” runs at priority level seven, to avoid clock interrupts.
